Capt. Christopher S. Casne

Capt. Casne is from Helena, MT, entered the Navy via the Officer Candidate School program in 2003 and became part of the Civil Engineer Corps (CEC) after graduation from CEC Officer's School in April 2004.  He earned a BS in General Engineering from Montana Tech University in 2003, a Masters of Urban Planning from University of Hawaii in 2013, and an MA in National Security and Strategic Studies from the U.S. Navy War College in 2015.

Capt. Casne began his career with Naval Facilities Engineering Command (NAVFAC) Washington where he managed over $20M in facility sustainment projects as the North Potomac Facility Sustainment Contract Branch Head from 2004 to 2006.  He then served with Naval Mobile Construction Battalion (NMCB) One in Gulfport, MS from 2006-2008, deploying to Iraq as the Al Taqaddum (TQ) Detachment Officer in Charge.  During this deployment, his team of 82 Seabees overhauled TQ's 12,000-foot runway and constructed two combat outposts for the Iraqi military.  He then served as the Operations Officer for 31st Seabee Readiness Group in Port Hueneme, CA from 2008 to 2010.  During this tour, CDR Casne and his team prepared six NMCB's for deployment and delivered over 200 pieces of critical construction equipment to Seabees operating in Afghanistan.  Capt. Casne returned to NAVFAC in 2010 as the Facility Engineering and Acquisition Division (FEAD) Team Leader for NAVFAC Hawaii in Pearl Harbor, Hawaii where his team managed over $250M in critical construction projects.  Returning to the Seabees in 2013, he served as the Operations Officer for NMCB Five in Port Hueneme, CA until 2015 where he led two successful deployments within the Pacific theater.  During his time with NMCB Five, the Battalion earned the Battle Efficiency award as the best of type NMCB on the west coast. 

Capt. Casne then served as the Chief of NATO Facility Programs and Logistics Directorate Executive Officer for U.S. European Command located in Stuttgart, Germany from 2015 to 2018.  Finally, CDR Casne served as an Assistant Operations Officer for NAVFAC Southeast (SE) in Jacksonville, FL from 2018 to the June of 2019.  He and his team oversaw over $1B in pre and post-award construction contracts for five Installations within the Navy's southeast region.

He recently completed a tour as the Public Works Officer for Naval Air Station Jacksonville, FL.  He and his 112-person team oversee the facility planning, budgeting, and maintenance of 1608 facilities valued in excess of $3.7B and execute approximately $100M in annual construction projects for the Installation and her 21 special areas. 

Capt. Casne is a Professional Engineer, member of the Acquisition Professional Community, a Joint Qualified Officer, and Seabee Combat Warfare qualified.  His decorations include the Defense Meritorious Service Medal, Navy/Marine Corps Meritorious Service Medal, and various other individual and unit awards.  He is married to a career educator and they have two young daughters.
