DRAFT ENVIRONMENTAL ASSESSMENT FOR CONSTRUCTION AND OPERATION OF AN UNDERWATER TEST TANK FACILITY AT NAVAL SUPPORT FACILITY INIDAN HEAD, CHARLES COUNTY, MARYLAND
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Council on Environmental Quality’s regulations implementing the procedural provisions of NEPA (40 CFR Parts 1500–1508), the Navy has prepared a Draft Environmental Assessment (EA) to evaluate the potential effects to the human and natural environment associated with construction and operation of a new aboveground Underwater Test Tank (UTT) facility at Naval Support Facility (NSF) Indian Head in Indian Head, Maryland. The UTT would be used to develop new Explosive Ordnance Disposal (EOD) underwater technologies and energetic systems for Navy EOD divers.
The Navy is considering two alternative areas to construct the UTT facility, both on the western side of Stump Neck Annex. In addition, the Draft EA evaluates a No Action Alternative.
The Draft EA is available for a 30-day public review period and can be accessed via the link provided below. Written comments should be submitted to Ms. Calle Biles, Naval Facilities Engineering Systems Command Washington, 1314 Harwood Street SE, Building 212, Washington Navy Yard, DC 20374; or by email to NAVFACWashNEPA1@navy.mil with subject ATTN: Contained Burn Facility EA. Comments must be received by 11:59 pm on January 10, 2025, for consideration in the Final EA.
An open-house public meeting will be held on Wednesday December 18, 2024 from 6:00 p.m. to 8:30 p.m. EST at the Velocity Center (4465 Indian Head Hwy, Indian Head, MD 20640). The meeting will include information about the project, as well as the opportunity to ask questions and provide comments for the record.
