Pursuant to the National Environmental Policy Act (NEPA), as implemented by the Council on Environmental Quality Regulations, the Department of the Navy (DoN) prepared and filed with the United States Environmental Protection Agency (U.S. EPA), a Draft Environmental Impact Statement (EIS).
